Recommendation letters are a great tool to stand out, whether to get a job or apply to an academic program. They might not always be requested, but these letters set you apart, providing deeper insights into what you bring to the table. So, you should proactively collect them when you can. It's best to ask people who know you very well.
Timing is best when you've just had a strong, positive interaction with the person you want to ask. Make it easier for them to write one by being clear on your goal, sharing what they can talk about to help, and giving them plenty of time - never ask for a letter with a short deadline because it puts too much pressure on the person. Ask someone at least four weeks in advance of needing/using it to be considerate of their time.
